The residence permit is the first step
Getting a residence permit is the first step towards naturalization. The process is relatively simple and is open to citizens of most countries, including Russia: Russian citizens enter Paraguay without a visa for 90 days to arrange the permit. A $5,000 deposit with the Central Bank of Paraguay used to be required for the permit - that condition has now been dropped.
The route for investors
Investors who open a company in Paraguay and put at least $70,000 into it receive permanent residence straight away under the SUACE business residency program, together with the Cédula card - an identity document that lets you open bank accounts, run a company and travel across MERCOSUR countries.

How to get citizenship: step by step
Residence permit and the Cédula identity card
Filing the application with the Dirección General de Migraciones, giving biometrics and receiving the Cédula - the national ID used for a bank account, renting a home and signing up for services. You need a passport, a birth certificate, a police clearance certificate, a medical certificate, proof of financial means and three 3×4 photos.
Two years of living on the residence permit
It is advisable to spend at least 183 days a year in the country, renew your documents on time and confirm your stay with rental agreements, contracts and tax documents.
Getting permanent residence
Filing a document package with the migration department: passport, Cédula, residence permit, proof of continuous stay, a Paraguayan police clearance certificate and evidence of integration. The review takes 3 to 6 months.
Citizenship application
Three years after receiving permanent residence you can apply for citizenship through the court in your place of residence. You need Spanish at A1 level, a naturalization exam and proof of integration. The court review takes from 6 months to 1.5 years.
Receiving citizenship
Once the court rules in your favor you become a citizen of Paraguay and receive a passport.
