How it works: two stages
Paraguay is one of the most affordable investment citizenships in the world: a low entry threshold, fast timelines and mild taxes. The program is open to Russian citizens too, and the process runs in two stages.
Stage 1 — residency. You invest from $70,000 into a Paraguayan company and receive permanent residency under the SUACE business-residency program. The legal basis is migration law No. 6984/2022. It takes 1 to 9 months. Together with residency you get a local ID card (Cédula): with it you can open a bank account, buy property and run a business.
Stage 2 — citizenship. After residency you apply for citizenship. On average this stage takes 9 to 18 months — the exact timeline depends on your situation.
