Legal framework

The program is governed by Article 20 of the Regulation on the Implementation of the Turkish Citizenship Law (Law No. 5901). Specific investment requirements were set by Presidential Decree No. 106.

Applications are processed by the General Directorate of Civil Registration and Citizenship Affairs, together with the Ministry of Environment, Urbanization and Climate Change, the Banking Regulation and Supervision Agency (BDDK), and the Ministry of Industry and Technology. Investors must prove a clean criminal record and the legality of funds.

  • Bank deposit — at least $500,000 in a Turkish bank for a minimum of 3 years.
  • Government bonds or securities — at least $500,000, held for a minimum of 3 years.
  • Job creation — a business creating at least 50 jobs for Turkish citizens, verified by the Ministry of Family, Labour and Social Services.

Citizenship application

Submit passports, birth and marriage certificates, proof of investment, photographs, police clearance and medical insurance to the General Directorate of Civil Registration and Citizenship Affairs.

Due diligence and passport issuance

Authorities review the file over 60–120 days. Once approved, Turkish passports are issued within 1–2 weeks.
