How the program worked

The program was governed by a government decision of 7 December 2018 (amended 2020–2022) and run by the Montenegro Investment Agency, with a quota of 2,000 applications.

The investment had two parts:

1. Real estate investment

  • €250,000 — for properties in the northern and less-developed regions (Kolašin, Žabljak, Bijelo Polje).
  • €450,000 — for properties on the Adriatic coast, in Podgorica and other developed areas.

Property could not be sold for five years.

2. Non-refundable contribution to state funds

  • €100,000 to the Fund for Support of Less-Developed Regions.
  • €100,000 to the Innovation Development Fund of Montenegro.

Total: €200,000 in non-refundable contributions.

Visa-free or simplified entry to 128 countries, including the Schengen area, Turkey, the UAE and Israel. Montenegro had an E-2 investor visa treaty with the US.

Fast, mostly remote process

Montenegro is a UN and NATO member, an EU candidate since 2010, uses the euro and shows steady economic growth.

Consultation and application

Contact a licensed agent, complete the official application, pay an initial fee of about €50,000 to the Agency.

Due diligence

International firms checked criminal record, source of funds and all provided information — usually several months, done remotely.

Government decision

On a positive result the government made a preliminary decision to grant citizenship. The whole process took about 6–10 months.

Investment and contributions

Transfer of the €200,000 non-refundable contributions to escrow and investment in an approved real estate project.

Citizenship and passport

A single trip to Montenegro for the oath and passport pickup — the rest of the process was remote.
