Saudi Arabia was closed to foreign buyers for decades, but under Vision 2030 the market is opening in stages: a law has been adopted allowing foreigners to buy property in designated zones, primarily in Riyadh and Jeddah, with special restrictions for Mecca and Medina. The Premium Residency program is already in place: buying property worth 4 million Saudi riyals (around 1 million US dollars) is one of the official qualifying routes. The state is pouring enormous sums into megaprojects like NEOM and the Red Sea resorts, but this is a young market where the rules for foreigners are still taking shape, and it should be approached without illusions.
