Documents for living in Argentina in 2026: from precaria to a driving licence
One route through every basic paper: who issues it, how long it takes, what the state charges and where people get stuck.
Moving to Argentina is not one document but a chain of eight, and each link depends on the one before it. No precaria, no CUIL. No CUIL or CUIT, no bank account and no monotributo. No DNI, and most banks, health funds and municipalities will not deal with you at all. This guide puts the whole route in one place: who issues what, how long it takes, what it costs (state fees as of September 2026) and where people most often lose weeks. Why the order matters
The sequence that works: file in RaDEX and get your precaria, then CUIL at ANSES, then CUIT at ARCA if you plan to work for yourself, then a basic account, the criminal record certificate, monotributo and an obra social. Once residency is approved, the DNI arrives and everything issued against the precaria has to be rebuilt around it: CUIL, CUIT, bank. Leave the driving licence for last. Start with the bank or the licence and you will hit the missing DNI and lose weeks.
Residencia precaria and the DNI
Precaria: what it is and what it gives you
The precaria is not a residency. It is proof that you have a residency file open and are in the country legally. The Dirección Nacional de Migraciones issues it electronically in RaDEX as soon as you upload your documents and pay the fee, before the in-person appointment. While it is valid you may live, work, study, and leave and re-enter with a valid passport.
DNU 366/2025 cut its validity from 180 to 90 days. Renewal is done online and must be started within the 10 days before expiry. Know its limits: a precaria does not guarantee approval, and time spent on one does not count as residence for permanent status or citizenship. The regulation says so explicitly.
Typical problems: letting the precaria lapse (the file slides into irregular status), unsubscribing from Migraciones emails (that is where the appointment confirmation arrives), and foreign documents without an apostille or without a sworn translation by a traductor público.
DNI: how and when it arrives
RENAPER issues the DNI, but the process starts at Migraciones: once temporary or permanent residency is approved, your biometrics are captured at the appointment, the card is printed and mailed to the address on file. Since 6 March 2026 foreigners pay a flat 20,000 pesos for any DNI procedure (a state fee). A first DNI is only issued while your residency is valid and not expiring within the next 60 days.
A temporary resident's DNI expires with the residency, and the card has to be replaced when the residency is extended. The other headache is the address: it goes on the DNI and later determines where you can get a licence and which health fund will take you.
What DNU 366/2025 changed, and what was added in 2026
- Permanent residency now requires proof of sufficient means of subsistence and a clean criminal record. The old automatic routes through marriage or an Argentine child no longer work as before; family reunification remains, with stricter conditions.
- From 12 August 2026, under Health Ministry Resolution 1066/2026, foreigners without permanent residency pay for non-urgent care in national hospitals or show health insurance. Emergency care stays free for everyone. In practice this makes an obra social or a prepaga mandatory for any temporary resident.
- Citizenship: the decree requires two years of continuous residence with no departures from the country, or a significant investment, and moves naturalisation authority to Migraciones. How this plays out in practice is covered on our Argentine passport page.

CUIL and CUIT
Both are 11-digit numbers with the same structure, and for most people they are identical. The difference is function: CUIL is the labour and social security identifier used by employers and ANSES; CUIT is the tax number for self-employment, invoicing and monotributo.
CUIL is issued by ANSES in person only, without an appointment, free of charge and on the same day. Bring your precaria and passport with copies. Until you have a DNI the number is provisional. Once the DNI arrives ANSES generates a permanent CUIL, and you must separately ask for the two to be unified (unificación), otherwise contributions made while on the precaria will not show in your employment history.
CUIT without a DNI is requested through ARCA's Presentaciones Digitales service: form 460 F/PD, passport, a current Migraciones certificate and a face photo without glasses. The provisional CUIT lasts at most two years or until your authorised stay ends. After you receive the DNI you have 10 working days to request a replacement CUIT for residents with DNI and file form 581/PD to merge your records. CBU, CVU and alias
A CBU is the 22-digit number of a bank account, a CVU is the same kind of number for a wallet account (Mercado Pago, Ualá and others), and an alias is a readable name you can set yourself instead of the digits. Transfers between banks and wallets are instant and free around the clock. For salary, rent and paying monotributo you need one of them.
The main problem is access. With a precaria and a provisional CUIL some banks will open a basic peso account, but most wallets and full banking (a dollar account, investments, a credit card) wait for the DNI. Do not count on a local account in your first weeks. The second problem is smaller but costlier: the default alias is randomly generated, and a typo in someone else's alias sends money to a stranger with no recall. The criminal record certificate (Reincidencia)
The Argentine certificate is issued by the Registro Nacional de Reincidencia under the Ministry of Justice. You will need it for residency, often for an employer, for some licences and for citizenship. Channels: the Mi Argentina app with a verified identity, the TAD portal, or in person at the registry's offices. Fees paid to the state, indexed periodically: 1,000 pesos for 5 working days, 2,400 for 24 hours, 4,800 for 6 hours, 8,500 for 1 hour.
Two nuances for foreigners. Until you have a DNI the app will not work: applicants with a foreign document go in person by appointment. The certificate from your home country is a separate matter: apostille or consular legalisation, a sworn translation, and attention to how recent Migraciones requires it to be. Monotributo
Monotributo is the simplified tax regime for the self-employed and micro-businesses: one monthly quota combines the tax, the pension contribution and the obra social contribution. You register online at ARCA with a CUIT and clave fiscal, and a provisional CUIT obtained on a precaria is enough. The figures are indexed twice a year; the current ones took effect on 1 August 2026.

Common mistakes: staying in category A with income above the cap (ARCA recategorises you and bills the difference), skipping payments (after a few missed months you lose the obra social), and trying to run foreign passive income through a regime not designed for it. Obra social
The health contribution already sits inside the monotributo quota: 25,695 pesos a month for categories A-C, rising to 87,883 pesos for K. But paying the contribution is not the same as having cover. You must choose a fund from the Superintendencia de Servicios de Salud register (42 organisations accept monotributistas as of September 2026) and enrol in person with your DNI, proof of registration, a payment receipt and forms 152 and 184. Each family member (adherente) costs one more contribution of the same amount.
Three uncomfortable truths. First, in practice non-urgent cover switches on after roughly three months; emergencies are covered sooner. Second, you can change funds no more than once every 12 months. Third, without a DNI most obras sociales and prepagas refuse enrolment, so budget for private insurance during the precaria period, all the more so after Resolution 1066/2026 made non-urgent hospital care chargeable for temporary residents. Driving licence
Licences are issued by municipalities based on the address in your DNI; there is no single federal counter. In Buenos Aires city a foreigner is accepted with a DNI or, failing that, with a passport plus a valid precaria showing a city address. The licence's validity is capped at the expiry of your residency: when the precaria or temporary residency runs out, you renew both.
The procedure: online booking, payment of the CENAT (the national traffic record certificate, a state fee), a medical exam, then theory and practical tests. Exchanging a foreign licence without exams is not a standard procedure, so check your own jurisdiction. Decree 196/2025 introduced a digital licence in Mi Argentina with the same legal force as the card, and set the renewal cycle via a psychophysical certificate: every 5 years until 65, every 3 years after 65, annually after 70. A foreign licence is fine for a tourist; a resident should not rely on it.
Where people lose the most time
- Arriving without apostilled records and certificates: an apostille from home takes weeks, and RaDEX will not accept the file without it.
- Missing the precaria renewal and discovering it at the border.
- Opening a bank account or monotributo on the precaria and then forgetting to rebuild CUIL, CUIT and the account around the DNI.
- Assuming the monotributo contribution buys immediate healthcare, and learning about the three-month wait at the clinic.
- Moving without updating the DNI address, then being unable to get a licence or join a health fund.
