Luxembourg residence permit: 8 routes and the path to a passport
Every lawful route to long-stay residence, the real numbers and timelines on the investor track, and what it actually takes to reach permanent residence and Luxembourgish citizenship.
Luxembourg is a country in Western Europe bordering Belgium, Germany and France. Its capital is the city of the same name. The official languages are Luxembourgish, French and German, and the currency is the euro.
How Luxembourg immigration actually works
Immigration of third-country nationals is governed by the amended law of 29 August 2008 on the free movement of persons and immigration. The logic is the same for almost every route: you apply before you enter, from your country of residence.
The Immigration Directorate first issues a temporary authorisation to stay, valid for a maximum of 90 days. With it you apply for a category D national visa at a consulate. After arrival you have 3 days to file a declaration of arrival with your commune, then a medical check, and 3 months from arrival to apply for the residence permit card itself. The copy of the declaration of arrival plus the authorisation to stay serve as your right of residence while the card is produced.
First uncomfortable truth: switching from a tourist status to a resident status from inside the country is effectively impossible. Arriving on a Schengen visa and sorting it out on the spot does not work, so plan several months ahead.
Second: there is no golden visa here in the usual sense. Buying property gives no residence rights under any route and is explicitly excluded from the investor scheme. What Luxembourg offers is a set of ordinary work, business, family and study statuses plus a rarely used investor category.
Third: the investor permit has existed since 2017, but government material indicates fewer than ten permits were issued in its early years, and in 2025 the responsible ministry tabled a bill to abolish the category. The rules formally remain in force and applications are accepted, but the status of the scheme should be re-checked immediately before filing.

Luxembourg does not invent exotic categories. It implements EU directives carefully and adds a few national statuses on top.

There is a ninth, deferred option: after 5 years of lawful residence any of these statuses converts into EU long-term resident status. That status, not your first card, is what gives real stability.
Residence by investment: the four options

What these numbers really mean: this is not a payment to the state or a contribution to a fund. It is capital at risk placed into a Luxembourg business or held on account, and you cannot pull it out early without losing the status.
Real estate is excluded from every option, and property-driven projects are filtered out at the ministerial opinion stage. The beneficial owner of the investment must be the applicant, their spouse or their registered partner.
The ministerial opinion is valid for one year, after which an annual audit confirms the conditions are still met. If conditions lapse after 12 months, the minister may allow up to 12 further months to fix the situation before recommending withdrawal. The investor card is issued for up to 3 years and is renewable.

A realistic end-to-end timeline is 5 to 8 months, provided the source-of-funds documentation is assembled in advance. The delays rarely come from the immigration authorities. They come from compliance: the bank and the Ministry of Finance examine the origin of the capital in detail.

The real budget is built from professional work rather than state fees: legal and corporate advice, company registration, audit of the structure, the source-of-funds file, notary work, apostilles and translations. Add housing, which is among the most expensive in Europe.

Documents you will need
The file splits in two: the ministry dossier and the immigration dossier.
For the ministerial opinion on an investment project: the completed application form, a copy of an identity document, the structure's articles and auditor-certified accounts, bank account details and a recent statement, evidence of the origin of funds, a declaration of beneficial owners, a declaration of honour, and a business plan covering activities, governance, financing needs and planned employment contracts.
For the residence permit card: a full copy of a valid passport, a copy of the declaration of arrival from the commune, proof of suitable housing, proof of payment of the €80 fee, and completion of the medical check.
In practice you will also be asked for police clearance certificates from your country of nationality and any country of long residence, birth and marriage certificates, and proof of health insurance. Foreign documents need an apostille or consular legalisation plus a translation into French, German or English. Certificates and statements have short validity windows, so the order in which you collect them matters as much as the list.
Who this is not for
- Anyone planning a property purchase. Real estate is excluded from every investment option. If the plan is to buy an asset and receive a status for it, Luxembourg is the wrong jurisdiction.
- Anyone who will not actually live there. The card presumes genuine residence. Long absences threaten both renewal and the whole clock: for long-term resident status, absences must be under 6 consecutive months and no more than 10 months in total across 5 years.
- Anyone chasing a fast EU passport. Naturalisation requires Luxembourgish: A2 in speaking and B1 in listening comprehension. That is not a formality, and learning a language used by fewer than a million people is realistic only with sustained study.
- Anyone expecting low personal tax. The top income tax rate is 42%, plus a 7% solidarity surcharge, rising to 9% above €150,000 in tax class 1. Effectively up to 45.78%. Luxembourg is strong on corporate and fund structures, not on personal rates: the aggregate corporate rate in Luxembourg City is around 23.87%.
- Anyone not ready for compliance. Source of funds, beneficial ownership, annual checks. Opaque capital does not get through.
- Anyone who needs status urgently. You cannot switch from inside the country, and the ministerial opinion alone can take up to 3 months.
On property taxes, precisely: there is no personal wealth tax in Luxembourg, but a municipal land tax does exist and its reform, along with new levies on land and housing mobilisation, is going through right now. What comes next: permanent residence, citizenship and the passport
EU long-term resident status. After 5 years of continuous lawful residence you apply to the Immigration Directorate. You need stable and regular resources, assessed against the average monthly minimum social wage for an unskilled worker over 12 months. The long-term resident card is issued for 5 years. The status is withdrawn after 12 months of absence from the EU, 24 months for former EU Blue Card holders, or 6 years of absence from Luxembourg.
Luxembourgish citizenship. Naturalisation is available from age 18 after 5 years of lawful residence, with the final year immediately before filing uninterrupted. You must have:
- a Sproochentest pass certificate: A2 in speaking, B1 in listening, a €75 registration fee, with a pass at 50% in the oral part or a 50% average across both parts;
- the Vivre ensemble au Grand-Duché de Luxembourg certificate: a 24-hour course made of 6 hours on fundamental rights, 12 hours on state and communal institutions, and 6 hours on national history and European integration. Registration is free and an exam can replace the course;
- a clean enough record: naturalisation is refused for custodial sentences of 12 months or more, suspended sentences of 24 months or more within the previous 15 years, or concealment of material facts.
The application is filed in person with the civil registrar of your commune, and signature by proxy is not accepted. The procedure itself is free and the Ministry of Justice decides within 8 months. More detail on our page about Luxembourg citizenship by naturalisation.
Acquisition by option. The law offers around ten option routes. Three matter in practice: 20 years of residence, where the language test is replaced by 24 hours of Luxembourgish classes; 5 years of residence for the parent of a Luxembourgish minor; and descent, for an adult descendant of a Luxembourger through a parent, adoptive parent or grandparent. Spouses of Luxembourgers living abroad need 3 years of marriage before the declaration.
The passport. In the 2026 Henley index Luxembourg shares third place with Denmark, Spain, Sweden and Switzerland, with 186 destinations available without a prior visa. Dual citizenship has been permitted since 1 January 2009 and Luxembourg does not ask you to renounce your existing passport. The constraint usually comes from the other side: check whether your current country allows multiple nationality.
