Why the Luxembourg passport ranks among the world's strongest

In the 2026 Henley Passport Index, Luxembourg shares 3rd place globally, with visa-free or simplified entry to 186 destinations, including the US, UK, Japan, Canada, and Australia. But raw visa-free numbers are only part of the story.

• EU citizenship. The right to live, work, study, and do business in any of the 27 EU member states, plus Switzerland, Norway, Iceland, and Liechtenstein - no visas, no permits.

• be at least 18 years old;

• completion of the "Vivre ensemble au Grand-Duché de Luxembourg" civic integration course - or an exam covering its material;
• a clean record: authorities check criminal history both in Luxembourg and abroad.

The Minister of Justice decides within a statutory 8 months of receiving a complete file. Five years of residence is notably faster than Germany's 8 or the 10 required in Spain and Italy, making Luxembourg one of the shortest naturalization paths to an EU passport.

The Sproochentest: the world's only Luxembourgish exam

The main filter is the language. Luxembourgish (Lëtzebuergesch) is a distinct Germanic language, and you will likely be learning it from scratch - nobody speaks it outside the country. The good news: the bar is humane.

• Speaking - level A2. Basic communication: talk about yourself and your work, hold a simple conversation.

Reading and writing Luxembourgish are not tested at all. Better still, a candidate who scores at least A1 in speaking but fails the listening section can still pass under certain score-compensation rules. Those who have lived in the country for 20 years or more can replace the exam with a 24-hour language course, and the state partially reimburses preparation costs. The "Vivre ensemble" course: 24 hours about the country

The second mandatory component is the civic course "Living Together in the Grand Duchy of Luxembourg": 24 hours covering fundamental rights, how the state and communes work, the country's history, and European integration. Busy applicants can instead sit an exam on the same material. It is not an empty formality, but it is not a barrier either: the course is free and scheduled around working people.

Dual citizenship: nothing to give up

Since January 1, 2009, Luxembourg has fully recognized multiple citizenship. When you take a Luxembourg passport, you keep your previous one - whatever it is. The reverse is also true: Luxembourgers who acquire another nationality do not lose theirs. Citizenship by ancestry: the window has closed

Here is where honesty matters, because many websites still describe this route in the present tense. Article 89 of the 2017 nationality law let descendants of Luxembourgers alive on January 1, 1900 reclaim their ancestor's citizenship - no language exam, no relocation. Tens of thousands used it, mostly from the US, Brazil, and France. But the program closed for good on December 31, 2025: only those who had certified their ancestor with the Ministry of Justice by the end of 2018 could still file a declaration. Citizenship still passes automatically to children of Luxembourg citizens (by descent), and under certain conditions to children born in the country: for instance, a child born in Luxembourg to foreign parents can acquire citizenship at 18 after five years of continuous residence before coming of age.

Marriage to a citizen: no automatic passport

Marrying a Luxembourger does not make you a citizen - another widespread misconception. Spouses go through the "option" procedure, and the language exam and "Vivre ensemble" course are just as mandatory for them. The difference is timing: couples living in Luxembourg can file the declaration without a waiting period; couples living abroad only after 3 years of marriage. The waiting period is waived only for families of diplomats and staff of international organizations.

Citizenship by investment: no program, and none coming
