Israel is an expensive and consistently in-demand market: housing demand in Tel Aviv, Jerusalem and the coastal cities has been supported for decades by population growth and immigration. Foreigners can buy apartments and houses, though there is a local particularity: much of the country's land is state-owned and held on long-term leases through the Israel Land Authority - for an apartment buyer this is usually a formality, but one worth understanding. Non-residents pay higher purchase tax rates. Israel has no residency or citizenship program tied to real estate: immigration is built primarily on repatriation under the Law of Return.
