Dominica is a small island market that interests non-residents primarily for one thing: one of the world's oldest citizenship by investment programs, running since 1993. The real estate option involves buying a share or unit in a government-approved project, usually a resort, from USD 200,000 with a mandatory holding period. In return the investor and their family receive a Dominica passport with visa-free access to dozens of countries. Outside the program the market is modest: buying regular property as a foreigner requires an alien landholding licence with a substantial fee. Secondary market liquidity is limited, so it is more honest to treat local real estate as a path to citizenship rather than a standalone investment.
