Oman opens its market to foreigners in a controlled way: non-residents can acquire freehold property only in designated Integrated Tourist Complexes (ITC), such as Al Mouj or Muscat Bay in the Muscat area. This is a deliberate model: high-quality resort and residential projects for foreign capital, while the rest of the market stays closed to non-residents. A well-known and important upside: buying a home in an ITC entitles the owner and immediate family to an Omani residency visa for as long as they hold the property. In addition, the country runs a long-term investor residency program with 5 and 10 year visas, where real estate counts among the qualifying investments. The market is young and relatively small, but legally clear for a foreigner within the ITC framework.

Can a foreigner buy property in Oman?
