Paraguay is a small and still undervalued market centered on Asunción. Foreigners buy property with the same rights as citizens and need no special permits; the notable exception is agricultural land in the border strip, where restrictions apply to citizens of neighboring countries. The country is known for low taxes and some of the most affordable housing prices in the region, and transactions are often settled in US dollars. There is no residency-by-real-estate program here - and none is needed: Paraguayan residency is obtained separately through one of the simplest and least expensive procedures in the world, so property here is bought as an asset, not as a ticket to a status.
