Romania is an EU member with one of the most affordable capital-city markets in the union. Demand is concentrated in Bucharest and regional hubs - Cluj-Napoca, Timisoara, Brasov and Iasi, where the market is supported by the IT sector and universities. Since 2025 the country has been a full member of the Schengen area. Foreigners can freely buy apartments and buildings, but non-EU citizens cannot directly own land - in practice this is solved by purchasing through a Romanian company. Romania has no golden visa program: buying property does not by itself grant residency.

Can a foreigner buy property in Romania?
Yes. Foreigners can freely buy apartments and buildings. The restriction concerns land: non-EU citizens cannot own it directly, so houses with plots are usually held through a Romanian company.
Does buying property in Romania grant residency?
No. Romania has no golden visa program, and a property purchase is not by itself grounds for a residence permit. Residency is obtained on other grounds - such as business, employment or study - and property can be part of the broader strategy.
