Can I open a bank account in Paraguay without residency?

Rarely. The standard requirement is a Paraguayan cedula, which follows residency. A few banks will discuss accounts for foreigners on a passport, but that is a case by case exception rather than a product you can rely on.

What do I need once I have my cedula?

Your cedula, proof of address, evidence of income or occupation and the usual tax residency forms. Some banks also ask for a reference or want documentation behind the first significant deposit.

Can I hold US dollars in a Paraguayan bank account?

Yes, US dollar accounts are as normal here as guarani accounts and there are no exchange controls on moving money. Terms and fees differ between currencies, and dollar transfers still travel through correspondent banks and get screened like anywhere else.

Does Paraguay take part in CRS?

Paraguay has signed up to the CRS standard and is implementing automatic exchange - confirm the current position for your country of residence with the bank. Paraguay's territorial tax system only concerns local taxes; it does not remove your reporting duties where you are tax resident.
