What being born in Uruguay gives you, and who it suits

Uruguay applies unconditional jus soli: any child born on Uruguayan soil is a citizen from the moment of birth. The parents' nationality, immigration status and length of stay make no difference - a tourist, a residence permit holder and someone with no status at all get the same outcome for the child.

Two statuses get confused constantly, so let us separate them. The child receives ciudadanía natural, citizenship by birth: the top category, with no restrictions attached. Parents who naturalise receive ciudadanía legal, legal citizenship: a different set of political rights and a different passport. The details are in the risks section below.

Who it suits

• Families who are genuinely relocating. Uruguay expects you to live there, and in exchange gives safety, institutions that work and rules that are not rewritten every six months.
• Anyone who wants a strong passport for their child without an investment program and without buying citizenship.
• Founders and remote professionals earning outside the country: Uruguay taxes on a territorial basis and offers a preferential regime for new tax residents.

Who it does not suit

• Anyone planning to fly in, give birth and leave with passports for the whole family. The birth gives parents neither citizenship nor a fast track, unlike Argentina, where they can file almost immediately.
• Anyone unwilling to actually be present: leaving for more than six consecutive months resets the accumulated residence period.
• Anyone budgeting at the bottom of the range. Uruguay is the most expensive country in the region for healthcare, rent and daily life.

Requirements: documents, residence period and compliance

There is no capital requirement for the child's citizenship: being born on the territory is the only ground. Everything else concerns the parents' status.

Documents for the child

• The medical birth certificate from the clinic;
• parents' passports, valid for the whole trip;
• a marriage certificate with an apostille and a Spanish translation if the father is to be registered without appearing in person: confirm the exact requirements in advance;
• registration at the Registro Civil, then the partida de nacimiento, the cédula and the passport.

Permanent residence for the parents

The category is residencia permanente por vínculo uruguayo and is handled by the National Migration Directorate. No prior period of residence is required. You will need: a photo, valid parental identity documents plus the child's Uruguayan document, a police clearance certificate from the country or countries you lived in over the past five years, family-link documents issued less than a year ago and a valid Uruguayan vaccination certificate under decree 136/2018. Foreign documents must be legalised or apostilled and translated.

Citizenship for the parents

The basis is article 75 of the constitution: good conduct, a family established in the country (a Uruguayan child meets this test), proven means of living (employment, a pension, a registered business or other transparent income) and three years of habitual residence. Single applicants need five years. Residence must be habitual: absences of more than six consecutive months reset the count. The period is proved with residence and migration-movement certificates from the migration authority, so the cleaner your entry and exit history, the easier the filing. The applicant must be at least 18. There is no investment or deposit requirement.

How the process runs, step by step

An indicative route for a family. Timelines depend on the workload of clinics, the Registro Civil and the migration authority, so we give ranges rather than promises.

1. Preparation, 2-3 months before departure. Choose a clinic or a mutualista, check the waiting period (carencia) for pregnancy and delivery, collect and apostille documents, translate them into Spanish, plan the budget.
2. Arrival, usually at week 32-34. Russian citizens need no visa: up to 90 days within each 180-day period, extendable.
3. The birth and the medical certificate. The public system (ASSE), a mutualista or a private clinic: the choice affects cost and service, not the child's citizenship.
4. Registration at the Registro Civil, roughly 10-20 days. The birth certificate is issued on the basis of the clinic's certificate.
5. The child's documents, a few weeks. Partida de nacimiento, then cédula, then passport. For use abroad the documents are apostilled: Uruguay is a party to the Hague Convention.
6. Filing for the parents' residence. Done as soon as the child holds Uruguayan documents. While the application is pending the family stays in the country legally.
7. After three years, the citizenship filing. The Electoral Court accepts documents in person by appointment; the review then takes further months and depends on the queue.

A realistic horizon to the parents' passports is around four years from the move, provided you live in the country without long breaks.

What it costs

UI is Uruguay's indexed unit, revalued daily: on 7 September 2026 it stood at 6.64 pesos. Citizens of Paraguay and Brazil are exempt from migration fees on a reciprocity basis. Apostilles, translations, notary work, flights and rent are not included. Healthcare figures are indicative rather than an offer: clinics quote packages individually, and it is worth asking two or three of them in advance.

What the Uruguayan passport actually gives you

In the 2026 Henley index the Uruguayan passport ranks 22nd, with roughly 156 destinations visa-free or with a visa on arrival. It is one of the strongest documents in Latin America.

• Europe. Schengen and the United Kingdom visa-free for short stays.
• Asia. Japan, South Korea, Singapore, Israel, Turkey and others.
• The Americas. Almost the whole continent; the United States still requires a visa.
• MERCOSUR. Simplified access to living, working and studying across the bloc.

Uruguay does not ask you to renounce your existing citizenship, so you keep the passport you have. Another advantage is the tax regime: the country taxes mainly Uruguayan-source income, and new tax residents can elect a preferential regime on foreign passive income for the year residency begins plus the following ten years. From 2026 the rules tightened: investment thresholds for entering the regime rose substantially, while those who qualify through presence of 183 days or more per year face no investment requirement. Risks, pitfalls and the usual reasons things fail

The naturalised parent's passport

Uruguay has historically treated nationality as fixed at birth, so the nationality field in legal citizens' passports showed their country of origin, which raised questions at borders. In April 2025 the format was changed to show URY for everyone and to drop the place of birth, but the reform was rolled back in July 2025 after France and Germany refused to accept the new documents; passports issued in that window were replaced free of charge. The topic is still moving. None of it touches the child: a citizen by birth holds an ordinary passport.

Legal citizens' rights do not start immediately

Under the constitution, the rights attached to legal citizenship cannot be exercised for three years after the citizenship charter is granted. So the distance from the move to full political rights is meaningfully longer than three years.

Presence in the country

Residence has to be real. Leaving for more than six consecutive months resets the accumulated period and you start proving it again.

What usually derails the process

• Means of living are not proven: no employment history, no business, no pension, no other transparent income;
• the police clearance certificate does not cover every country of residence over five years, or has expired;
• documents older than a year where a fresh issue is required, a missing apostille, a translation not done by a sworn translator;
• gaps in the migration history that cannot be explained;
• the mutualista waiting period: joining late in pregnancy and expecting immediate delivery cover usually does not work, so this is checked before signing;
• queues: the Electoral Court review takes months and nobody guarantees a date, ourselves included.
