The residence permit for qualified specialists is an official work visa and long-term residence authorization for foreign professionals with recognized qualifications. In the long run it opens the way to permanent residence and German citizenship.
Legal basis
The residence permit for qualified specialists is issued under the German Residence Act (Aufenthaltsgesetz) as amended by the Skilled Workers Immigration Act (Fachkräfteeinwanderungsgesetz). The core provisions are §18a (for specialists with vocational training) and §18b (for specialists with higher education). The law, in force since 2020 and expanded in 2023, removed the old limitation to shortage occupations: a qualified employee of virtually any profession can now come to Germany.
Conditions for the permit
- Recognized qualification. Vocational training of at least two years or a higher education degree. A degree obtained abroad must be recognized by German authorities (Anerkennung in Deutschland, the Anabin database) — without recognition your visa application will not be considered.
- A job in Germany. A specific job offer or signed employment contract for a qualified occupation. Since November 2023 the job no longer has to strictly match your degree field — except for regulated professions (physician, teacher, lawyer), which require the exact degree and license.
- Authorization to practice — for regulated professions you need a professional license or Approbation.
- Sufficient income. No special minimum for younger specialists. For applicants aged 45 and older — at least €53,130 gross per year (2025 requirement) or adequate pension savings.
- General requirements. A valid passport, proof of accommodation in Germany, health insurance, no criminal record.
Approval from the Federal Employment Agency is handled automatically by the authorities during your case review — you do not need to request it yourself.

How to get the residence permit: step by step
Qualification recognition
Check your education in the Anabin database or on the Anerkennung in Deutschland portal. If needed, apply for recognition with the competent authority (Handwerkskammer, IHK, etc). Without recognition the consulate cannot issue a visa.
Job search
Find an employer via Make it in Germany, LinkedIn, StepStone or job fairs. After a successful interview, get a written job offer or employment contract — mandatory for the visa.
Visa application
Gather your documents (application form, passport, recognized diploma, employment contract, health insurance) and apply at the German consulate or visa center for your place of residence.
Relocation to Germany
After arrival, register your address (Anmeldung) at the Bürgeramt within two weeks, then book an appointment with the Ausländerbehörde for your residence card — photo and fingerprints are taken.
Receiving the residence card
The card is produced within a few weeks. The first work-based permit is valid for up to 4 years, or shorter if your contract is shorter. From this point you are officially a resident of Germany.
