Dominica is an independent island nation in the Eastern Caribbean, part of the Commonwealth of Nations and the United Nations, often called the "Nature Island" for its tropical climate and natural beauty. The citizenship-by-investment program was created to attract foreign capital to develop the country's economy, infrastructure and tourism.

Legal framework

The program is regulated by the Dominica Citizenship Act and subsequent government regulations, administered by the Citizenship by Investment Unit (CBIU). All applications must be submitted only through licensed agents accredited by the government.

Applicant requirements

Applicants must be over 18, have a clean criminal record and good reputation, prove the legal source of funds, and confirm good health with medical certificates. Dominica allows dual citizenship, so applicants do not need to renounce their original nationality.

Family members who may be included

Spouse, children up to 30 years old (if financially dependent and unmarried), parents and grandparents over 65 years old, and unmarried siblings of the applicant or spouse under 25, provided they are financially dependent.

Investment options

  • Contribution to the Economic Diversification Fund (EDF). A non-refundable contribution supporting healthcare, education, infrastructure and renewable energy. Minimum $200,000 for a single applicant, $250,000 for a family of up to four; $25,000 extra per additional family member. Paid only after approval in principle.
  • Real estate investment. Purchase of government-approved real estate worth at least $200,000, held for at least 3 years (5 years if reselling to another program participant). Government fees also apply: $25,000 for a single applicant, $35,000 for a family of up to four, $50,000 for up to six, $70,000 for seven or more.

Both routes require due diligence fees, application fees and certificate issuance fees.

Advantages of Dominica citizenship by investment

Visa-free travel worldwide

Dominican citizens can travel visa-free or with visa-on-arrival to more than 145 countries, including all Schengen states, the UK, Singapore and Hong Kong.

Fast and transparent process

Average processing time is 4 to 6 months. Decisions depend on due diligence results rather than subjective factors.

Family citizenship

The program allows inclusion of a spouse, children up to 30, parents and grandparents, and dependent siblings. Citizenship is hereditary — children of new citizens automatically become citizens of Dominica.

Tax advantages, no residence requirement

No taxes on inheritance, gifts, or foreign income earned outside the country. There is no need to reside in Dominica before or after receiving citizenship.

How to obtain Dominica citizenship: step by step

Choose an agent and prepare documents

A government-licensed agent prepares your file: passports, birth and marriage certificates, police clearance certificates, proof of funds and medical certificates, and runs preliminary due diligence.

Submit the application and pay fees

The agent submits your application to the CBIU. Due diligence and application fees are paid at this stage, and background checks are run on the applicant and family.

Government decision

After 3 to 5 months the government issues a decision. If approved in principle, you receive an official letter confirming eligibility.

Make the investment

You transfer the EDF contribution or purchase real estate. All payments are made only after approval.

Naturalisation and passport issuance

After the investment is confirmed, certificates of naturalisation are issued and passports are produced and sent to the new citizens — no visit to Dominica required.
