Canadian citizenship through the Quebec Immigrant Investor Program (QIIP) in 2026 is a reliable, prestigious way to get a second passport with visa-free access to 184 countries, access to top-tier education and healthcare, and the ability to include the whole family.

Legal basis

Canada does not grant instant "citizenship by investment" — investors go through an official naturalization process. QIIP grants permanent resident (PR) status, the necessary step toward citizenship. To become a citizen you must live in Canada for at least 3 years (1,095 days) out of 5, pay taxes, and pass a language and civic knowledge test.

QIIP eligibility

  • Net worth. Legally acquired net assets of at least CAD 2,000,000 (individually or with a spouse).
  • Management experience. At least 2 years of management or business ownership experience within the last 5 years.
  • Investment. CAD 1,200,000 total: CAD 1,000,000 invested for 5 years, guaranteed by the Quebec government and refunded without interest, plus a non-refundable CAD 200,000 contribution to provincial development funds.
  • French language. B2 spoken level, proven through an official test (TEF, TCF, TEFaQ, DELF/DALF).
  • Quebec values course. An online or in-person course with an Attestation obtained within 60 days.
  • Physical presence in Quebec. At least 12 months within the first 2 years after the investor work permit, with at least 6 months by the main applicant.

The process: the applicant is selected by Quebec (receives the CSQ certificate), then applies for PR federally. After 3 years of PR residence and meeting the other conditions, they can apply for citizenship.

How to get Canadian citizenship via QIIP: step by step

Assessment and document preparation

We verify eligibility for QIIP: financial documents showing at least CAD 2,000,000 in net worth, proof of management experience, French language certification.

Application submission and fee payment

A financial intermediary submits the application to Quebec's Ministry of Immigration (MIFI). The 2026 government fee is CAD 17,875 for the main applicant, free for family members.

Review and preliminary approval

MIFI reviews finances, experience and language. If you meet the criteria, you receive a notice of intent to select and can apply for an investor work permit to move to Quebec.

Investment and meeting conditions

You transfer CAD 1,000,000 and CAD 200,000 through the intermediary within 120 days, and meet the Quebec residence requirement. The CSQ certificate is then issued.

PR and citizenship

With the CSQ you apply for PR with IRCC. After 3 years of PR residence, passing the test and proving language proficiency — citizenship and a passport.

FAQ

Can family members be included in the QIIP application?
Yes, a spouse and dependent children get PR status together with the investor with no additional fees.
Are investments or income taxed?
The CAD 200,000 contribution is not taxed as it generates no income. The refundable CAD 1,000,000 portion is returned without interest, so no taxable income arises. After relocation, Canada taxes worldwide income of tax residents.
Do I need to travel to Canada to apply?
Initial stages can be completed remotely through an intermediary. Physical presence is required later to meet the 12-month Quebec residence requirement.
Is French language proficiency mandatory?
Yes, since 2024 all applicants must prove at least B2 French through an official test or diploma.
