Malta is a small EU market with a limited supply of land and steady demand from both locals and foreigners. Foreigners can buy property: within Special Designated Areas there are no restrictions and no limit on the number of units, while outside them a non-resident needs an AIP permit, generally for a single property for own use. Real estate is built into Malta's investment programs: the permanent residence program (MPRP) requires purchasing or renting a qualifying home at minimum levels set by the program. The citizenship-by-investment route no longer operates in its previous form following the EU Court of Justice ruling in 2025, and promises to the contrary should be treated with skepticism.
We help you choose between an SDA development and the open market with an AIP permit - these involve different budgets, rights and exit scenarios. We run legal due diligence on title and encumbrances, support the transaction with a Maltese notary, and assist with ownership structuring and non-resident taxation.
