Tajikistan is a small market driven almost entirely by domestic demand, centered on Dushanbe. All land in the country is exclusively state property, and foreigners face serious restrictions on registering real estate directly in their own name: in practice, deals for non-residents are usually structured through local legal entities or long-term use rights. Tajikistan has no residence or citizenship program tied to property. Frankly, it is hard to treat Tajikistan as an investment market for non-residents: liquidity is low and legal protection for a foreign owner is weaker than in open markets.
