Latvia is a European Union market with two clear anchors: Riga as the business capital of the Baltics and Jurmala as a historic seaside resort. Foreigners can buy property here largely without restrictions - both apartments and houses with land, subject to formalities for certain land categories. Latvia was one of the first EU countries to launch a residence permit through property purchase: the threshold of EUR 250,000 plus a state fee made it a notable investment migration destination. The current context matters, though: in recent years the program has been substantially restricted, and for citizens of certain countries it is effectively unavailable - its applicability has to be checked against your specific citizenship and situation, not against outdated descriptions. The market itself remains open and legally transparent, with a reliable land registry system.
